feat: 添加PostgreSQL支持的Nightingale监控系统部署配置

新增docker-compose.yaml文件用于部署包含PostgreSQL、Redis、VictoriaMetrics和Nightingale的监控系统
添加PostgreSQL版本的初始化SQL脚本和配置文件
更新数据库表结构，增加通知规则相关表和字段
